Tell me about... Black Root
Virgil: [Virgil looks around, nervously.] "I don't like this place, it's filled with pirates and brigands. None of these sea dogs can be trusted, I tell you."
Sogg Mead Mug: "[BURP!] Uh? Hey! This is Black Root! We need to find the Sour Barnacle, and fast! It's the best tavern on the [HIC!] whole eastern coast! Lot's a salty old sea dogs, and ale darker than an orc's front teeth! It's got to be around here somewhere!"
Jayna Stiles: "Oh…this is Black Root. It's a small fishing town, but lately it has been in the news. Rumor has it that Black Root wants to secede from Cumbria and join the Unified Kingdom! King Praetor is not happy about that at all…"
Magnus Shale Fist: "I believe this is Black Root. I seem to remember something in the news about Black Root wanting to join the Unified Kingdom. Other than that, it's best known as a port town, boats coming in and out, and the like. Nothing a dwarf would take an interest in…"
Vollinger: "Looks like Black Root. Plenty of sailors and the like. There's a man around here…goes by the name of Grunwalde. There's not a better man in town of you're in need of some poison." [He gives you a sidelong look.] "Know what I mean?"
Perriman Smythe: "I think this is Black Root. Small fishing village and port. There was a war here, many years ago…King Praetor of Cumbria attacked the city and set it to burn. It's taken many years, but it seems the place has recovered quite well…"
Sebastian: "This is Black Root. Watch yourself around here…lots of drunk sailors with nothing to do but start trouble. If your looking for information, the Sour Barnacle, down on the docks, is always a good place to start…"
Tollo Underhill: "Where the hell do you think we are, dullard? This is Black Root! Good as place as any to get a boat, if that's what yer lookin' for. Me, I spend most of my time at the Sour Barnacle when I come into town. Rumor has it that Franklin Payne, the bloody famous adventurer, lives here as well…"
Raven: "I believe this is Black Root…a small fishing town on the eastern coast. I don't know much about it, I'm afraid…"
Raven (romanced): "I believe this is Black Root…a small fishing town on the eastern coast. I don't know much about it, I'm afraid…" [She leans to you, whispering.] "I've been thinking about you…I-I mean about us. After all of this is over, I mean…"
Franklin Payne: "This is Black Root, old boy/madam! I live here! Fairly standard little fishing town, but there's not a better place in all of Arcanum if you're looking for someone to take you on an adventure! Most of the crusty old sea captains can be found down at the Sour Barnacle…a tavern right near the docks. Of course, the ale there is a bit sour as well, but you can't have it all, can you? No, of course not! HA! Jolly good!"

Best guess
Sabine is Level 6 (and 89). And sex with D’avin made her leak out the green goo all over the place. And that freed. Although I thought that reaction would remove all the plasma and it’s effects but it seems he only weakened. If you don’t remove it all it comes back. Once you are fully infected you make your own. It grows back on its own.
My speculation about it shutting down certain parts of the brain also have been confirmed. And @ hagar-972 was right about the once who pass the change having the right mental damage. And the one about sharing memories -also confirmed. Although I wasn’t quite expecting they were so networked you could access all Level 6 memories in real time by connecting to the green plasma. It feels nice but really I’m mostly excited about all the info they finally are dumping on us about how this works.
Also they just compared it to fungus which is funny because I just thought to myself the other day that the effects of the plasma infection remind me of the zombie ants fungus.
I felt bad for Sabine but then she made D’av go for that weird box and I too wonder if she’s playing them. She lied about being Black Root. About Khlyen. Used D’avin’s superior control of the green to break into Khylen’s memories. The one guy who can hid stuff from the Green (I love that we know now what to call it). But she was only making a desperate attempt to save herself. But just like D’avin I suspect shot in the head is not enough. I saw what that caught off head did. Only that spike works for sure.
And now Dutch got one to use on her doppelgänger. I only wonder if Khlyen wanted her to do so she’d destroy the organisation or to take it over. After all who better than exact lookalike of previous leader only now under his control. Or at least she could be if she takes the Green. And if Khlyen has more powers because he was there from the beginning was Aneela in the Green even before him and that’s why she is in charge? Do the order make a difference in how much control you have?
