Hours is blind. I'm pretty sure of that. Both of his eyes were destroyed either after or during the process of being charmed. Removing the eyes from the body isn't enough to blind a cat into it's afterlife, but I'm sure it can be done during the process.
It's fun to surmise that his thin figure, cropped ears, missing whiskers and missing tail are clues about his life. I've read that in the middle ages, a cat's ears and whiskers could be cut to discourage it from leaving home. Ironically, Hours travels. He is the opposite of what I expected of a Blink.
Winking Cats seem to have all the authority in the Cats Way. What they say goes. They may even have the power to manipulate the dimension and it's residents. Having missed out, Blinks must find their circumstances highly depressing, and it's no wonder that most of them lash out. Hours is tolerant, patient, and resigned to the cards he was dealt.
I would like to think that because I consider the greenish glint in a cat's eye to be a reflection of it's spirit, that all Blinks have green 'eye' holes. Hours has blue eyes, but I guess they could appear greener over time if he's getting comfortable with someone he knows, and showing a little more spirit. A malicious Blink wouldn't have it's eyes open most of the time. Hours doesn't seem to shut his.
