Considering that apparently Kirk is responsible for recording the activities of their historic mission, I'm guessing she's there because someone had to know who the hell Khan was and also be okay with him, so dictator-obsessed historian it is.

It's entirely the backstory they give in Into Darkness, as far as I can tell so far. Only Khan is romancing the ship historian, who apparently sits around painting dictators because she has nothing else to do.
