Borderlands Fan Casting and Race

So I was bored and was goofing around on the internet and looking at people's dream casts for a hypothetical Borderlands movie. Seeing those made me realize something and I just wanted to clarify, in the games themselves, is Mordecai supposed to be Black? I thought it was fairly obvious (he has dark skin, dreads, etc.) Race doesn't really come up in the Borderlands setting either so there wouldn't really be an Opportunity (ha) to explicitly say it. but I've seen DOZENs of of people casting Mordecai with white actors (Johnny Depp comes up a lot for reasons I don't quite understand) and I don't think I've seen a single fan cast so far that cast him with a non-white actor. But am I totally out there thinking that Mordecai is Black? (I also very strongly fancast Mordecai as Antony Mackie as I think he could pull off the role and I also think they look similar especially in their narrow faces)
