Any particular reason Kookout isn't Fire/Steel or something similar to regard it's pot body?

primary reason is it’d be weird to be part steel only to drop it upon evolving! not that i’ve never done that before, but it seems particularly odd in this case.

After a face-down card has been turned face-up does priority still need to pass again before phases/steps end?

Yes. Taking any action at all will reset the priority passes needed to end a step or phase or turn.

Disciple of Deceit and split cards, how do they cooperate?

You'll get a card with a CMC equal to that of one side or the other, and you don't have to say which until you find a card.
