Totally objective cause I don't go to your school, but if there's full intention to continue it into the sequel, and the current part has the "kindling" that is being ignited, i'd call that valid slowburn! I think more than anything slow burn implies that you're not getting to the romantic subplot anywhere fast, so I would call it a solid use case for it, if anything, it's a warning to lower romantic expectations lol!
