The city of Ravens Bluff condemns indigent debtors to a workhouse called "The Shrine of Honest Toil." The corrupt overseer Brockborten styles himself "Priest." He takes every opportunity to fine those he wants to keep trapped under his control, while selling out others to local crime lords.
