Very powerful description of the people of Tybry's Lea by Brennan in the scene, where Thimble observes. Yes, this town is highly adverse to fairies and the supernatural (ghosts i.e.) and the CC has greatly supported that sentiment. But the CC is also the reason many of the people there still have means and strength to live. And isn't that so close to reality? People ask "how can people believe this?" "how do people get to this point" etc. etc. And it's often just this. Somebody gave them something to believe in, medical aid, food, a festival, just something to not lose hope. That's it.
