Does casting Draco for a discounted cost reduce the amount of damage taken by a random opponent if I have Vial Smasher out?
No.
A spell’s converted mana cost is always just equal to the total value of the mana symbols in its mana cost. (If there’s X in the cost, X has the chosen value while on the stack.)
It doesn’t matter if you’re paying an alternate cost for the spell, or if its cost has been increased or reduced by some effect. Its converted mana cost will always be the same.
In the scenario you describe, Draco’s CMC is always 16 no matter how much mana you paid to cast Draco and so Vial Smasher will smash an opponent for 16 damage.

Na it can at least be a neutral thing at the very least, or hell even a good thing. That alignment depends on their motivation. So depending on how they do it, you should be okay

Once they’re flagged, you don’t see them out on your dash. If you go onto your own blog, that’s where you see the flagged banner. Only you can see that post now, nobody else

As far as I know. They are renovating the lobby, so I am guessing it was something to do with that. The building staff have been instructed to not discuss the incident with anyone, so it is all sort of hush-hush.

Yeah, it’s a really neat site! I’ve mostly just been using it to keep track of what movies I’ve seen, and not bothered with reviews (either reading others or doing my own), but that might change this year.
