why do black cats so often have one single white spot on their chest/throat?

It has to do with the way that the genes controlling coat color and pattern are expressed. Because of different dominant and recessive alleles, the black and white piebald coat is expressed relatively frequently. It may also have something to do with the fact that these cats are aesthetically pleasing, and so people may breed for the trait.
However, coat color and pattern don’t mean the cat is a certain breed, so if you see a cat with those markings don’t presume that it’s one specific breed over another.
