Let’s make matters clear
These two characters are canonically transgender one after and before transitioning respectively
These two are cis gendered, a girl and boy respectively who cross dress for their own specific reasons.
Naoto crossdresses because of the toxic masculinity in the police force and only dresses as a man so she can be treated as an equal despite being a job. She then realizes that her “wanting to be a man” was really a childish facade and a STEREOTYPE PLACED UPON HER BY PEOPLE WHO DIDN’T TRULY UNDERSTAND HER. She ends up being more comfortable in her skin as a girl and thanks the cast for revealing this aspect of herself and decides to stop lying to herself.
Chihiro is a boy who dressed like a girl because he was extremely feminine and was bullied so severely when he was in school. In the game he even goes to another, more masculine character and asks advice on how to become stronger and more of a man so he won’t be bullied again and be more comfortable presenting as a man.
