and with that out of the way..
RAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAGHHHHHHHHHHHHHHHHH CDL YAPS TIME, Be warned, this shit is LONG, ive been waiting for an excuse to talk about bro for a WHILE
Yeah so he's a scientist (unsure of origin) coming to japan to study cursed energy. Currently a transfer first year at the Kyoto branch of jujutsu high. He LOVES cursed energy and its potential applications. Other than that he's not super interesting I think.
His abilities however,
Starting with his basic cursed energy, He has the cursed energy nature of viscous (I will never forgive gege for not expanding on this concept its so fucking cool). Instead of flowing out the body like a flame, it pools and sticks together like a mucous membrane surrounding his body. He makes bubbles using his long sleeves and by pushing the cursed energy out. The stickiness of his cursed energy is a direct cause of his cursed technique.
His cursed technique is called Synthesis, which allows him to attach his cursed energy to a target to analyze their abilities. As he analyzes, the cursed energy fills up like a balloon which increases the chances of an enemy actually seeing it AND lowering its durability, allowing it to be popped which would set his analysis back to 0. This can also be performed on cursed tools to extract the ability of the tool (the far more useful application)
If he detaches the balloon, it becomes a flask he can then use for a multitude of things, he can drink it to temporarily gain the abilities of whatever he just analyzed, in which the fullness of the balloon determines how long he can use it for. He can also, with prep time, change the values of portions of the cursed technique. For example, if he took a simple ability like boogie woogie, he'd be able to change the activation condition to a snap instead of a clap. But for more complex techniques, he would not only need a longer analysis level, but much more time experimenting with the technique to effectively change the conditions.
If he has multiple flasks he could even combine techniques together, drastically reducing their effectiveness though. However this is his favorite way of using the technique since he loves to see what could come from weird combos of cursed techniques.
Whenever he has a synthesized ability active, his sclera go a deep purple/blue and his pupils become a sickly green similar to his cursed energy color. He doesnt get to use the ability with 0 downsides however, since he needs to use his own cursed energy as a catalyst for the ability, it always ends up being a shoddy mimicry of the ability, unlike a true copy technique. If you've noticed that he looks a little unhinged in the art I made for him, he's not berserking or anything, he's just OVERLY excited to use whatever ability he's been analyzing at the time.
Speaking of the art, you may have noticed that he mentions a domain expansion. He doesn't have a domain of his own, however if an opponent expands a domain in a fight with him, he can quickly sacrifice the use of his cursed technique to expand a pseudo-domain that slowly covers the barrier of the opponents domain, this has the unintended effect of strengthening the opponents domain from the outside, however if the domain breaks (the shards of the domain allow for quicker analysis since they are FULL of the opponents cursed energy) or enough time passes, He gets the ability to override the opponent's sure hit and use THEIR domain as his own. Once again a shoddy mimicry, using Idle death gamble (my favorite domain) as an example, He doesn't have the luck neccessary to guarantee any jackpots, and the rate of a jackpot would be much lower than hakari's, but would prevent hakari from being able to use his domain for a time (and his only win condition against that crazed gambler since the constant cursed energy flowing from hakari's body following a jackpot would probably instantly pop his analysis balloon before he could get a proper analysis off.)
I love pairing him against mahoraga since mahoraga's whole adaption gimmick would be something that he would LOVE to get his hands on. too bad he wont ever have the firepower to actually take him down though.
But yeah, thats the basic rundown of his ability. There are so many other interactions and gimmicks that I would've loved to add but this is already long enough as is and I got all the important stuff down.

I don't actually have a name for him though, but he's been a brainworm for the past couple weeks and I'm so happy I actually have the skill to draw him.
