Agent Kay or Lucy?
Neuralyzed Phil:
"Agent Kay?" he asked. "I've... Never heard of that agent." So it wasn't even a question, was it? "I'd save Lucy. Hands down." Maybe if he'd known that he was sending his father to his death with that, the decision would have been harder...
De-Neuralyzed Phil:
[Quick explanation; K-mun and I have plot that will eventually mean Phil not only gets to remember all future interaction with K, but he'll get to remember any previous interaction with K as well]
He looked immediately broken by the question. Memories he'd previously lost came flooding back. Spending time with a father he could only identify as an imaginary friend, learning lessons that Robert should have been teaching him, playing catch with a stranger. The way he used to prefer apple pie, and all the many times they'd gotten pie together. Every flash of light, every time that his father had had to erase himself from his only son's mind. He could only imagine how bitter the pie had to taste after that. An entire childhood his father had to erase from him... over and over again. Multiple occasions when Phil had figured it out--been so proud and angry and wanting all of these things he couldn't have. And K having to take it all away when a father's first want should have been to give him everything.
That didn't change, though, that Lucy was the love of his life. Had been for 31 years and hopefully would continue to be for another 31 years. And Phil's dad knew what it was like to give up someone he loved like that... He'd understand.
"Lucy." He'd lived this long without K. He could live a little longer.
Patrick or Lucy?
The image of either of them suffering the pain of death--a pain Phil knew well--made him physically ill. The child hadn't even gotten to properly experience life, and Lucy had never done anything to deserve it.
But when the decision involved a 3-year-old child... Phil couldn't even imagine not choosing the kid. "I'd save Patrick..." And then he'd spend the next seconds immediately trying to save Lucy, doing everything in his power even if it cost him his life. Because he honestly doubted if he'd even be able to go on with life knowing she was dead.

Your character was that one kid in school who always stood up against bullies and loved showing his friends his Captain America memorabilia.
Phil smiles slightly to himself because he's glad that he's become the guy that stands up to bullies, but as a kid he had a tendency of just taking it. His martial arts teachers always told him only to use it as self defense or else he'd lose his belts, but he was afraid of the bullies lying and saying he'd pulled a kick or punch first. Still... He's become the man he wanted to be, and that felt nice. As for showing his friends his Captain America memorabilia... Well, Lucy had always enjoyed it.
Oh! You've a fiancé? How sweet!!
"Yes. Lucy's quite the woman."
disappointed that you didn't get any tonight, Coulson?
"The night's still young."
"And I do have a fiancee."
