How much of this episode is guided by Garak fucking around? If he had planned to plant a phony data rod recording on a dead Romulan senator the whole time, was it all necessary? It's possible he needed Sisko for the biomemetic gel (though how come the quantity was so negotiable?), and Sisko might have been the easiest way to access Senator Vreenak (but Garak would definitely have had other options).

But Garak burning all this Cardassian assets is unverifiable and could easily be a lie, and it seems likely that he had personal reasons for wanting to kill the holoartist.

This type of gambit is 100% enrichment activity for Garak, so I'd say he's playing with his food
