The one with the cape is the elder sister Cestrum. Shes a sniper
The one with the wings is the younger brother Koko. His full name is Kaido but that's what everyone calls him. He can fly and do Badgerclops things.

Rosalind was crying as she knocked on Cestrum’s door. She was holding flowers in her hands. Flowers that were trampled by some students. When he opened the door, she held the flowers out to him. “C.C.” She got out between sobs. “The flowers... They’re hurt... Are they going to die? C.C., I don’t want them to die!”
