1. Yes. And he can make a blind person experience visual illusions so long as that part of their brain is still functional.
2. No. He just has to be close enough. He could close his eyes though. It would still work.
3. He's mostly at his limits unless he gets outside help. He can't sense where people are, he can just sense people are around and put them inside of an illusion accordingly.
