Effect Definitions:
Charm is a Status Ailment that will cause the afflicted target to be unable to take any actions (attacks or skills) for the number of turns shown. Charm chance can stack.
Dazzle is a Status Ailment that causes the afflicted target to have a 50% chance to miss their attacks, make the target take 80% more damage from its weak element, and prevent the target from recovering HP. Dazzle chance can stack.
TLDR: “Even the Devil Shines on the Everlasting Summer Beach” isn’t good and can be treated as Enhancement Fodder... Unless you want to annoy the enemy a lot. This memoria is exclusive to “Kamihama Beach Spa Adventure: The Demon’s Grudge Whirlpooling at the Beach” event gacha.
Review: A quick review of “Even the Devil Shines on the Everlasting Summer Beach” is that it’s not a good memoria. You’re not going to get much out of using it and you’re so much better off using anything else that gives you actual offensive capability and not a small chance of charming or dazzling the target.
But you know what? It might not be a good memoria to use, but it does have fun potential for shenanigans.
Go pick a character that has passive Charm chance thanks to their Spirit Enhancement, then equip “Even the Devil Shines on the Everlasting Summer Beach” alongside one of the following memoria:
(4*) “That Light I Thought I Gave Up” Charm on Attack [20%] (1 Turn) & Attack Up [25%]
(3*) “Holy Mother Surrounded by Angels” Charm on Attack [20%] & Attack Up [10%]
(3*) “The Destination of Shizuku's Travel Is!?” Charm on Attack [15%] (1 Turn)
Congratulations, your character is going to hit for shit but they also have a hilariously high chance of inflicting Charm on every attack.
Note that you can do this with Dazzle as well, but there’s only one memoria in the game that can give a passive Dazzle chance and unfortunately it’s a limited one:
(Limited 4*) “About to Leave in Haregi” Dazzle on Attack [20%] (1 Turn) & Damage Up [25%]
But hey, if you have it, go ahead and try that out as a strategy too.

Probably not. You’re way better off swapping connects that give Charm or Dazzle instead of using this.
But is swapping connects as much fun as doing this? No. What’s the point of playing the game if you don’t do stupid stuff every once in a while?
