Unnamed Evil Scientist who I've decided to call Prof. Gladys Lesbienne
She's a nothing character so I'm giving her something. She's 35 years old Evil Scientist and sees Doofenshmirtz as an old man, often calling him grandpa to antagonize him. Her nemesis is Rachell the Raccoon or "Agent R". Instead of traps Gladys puts her through tests for her to solve with tools and intellect while Gladys takes notes to study her intelligence and physique. Their rendezvous can differ depending on Glaydys' tests or where they meet or what the situation is. And similarly to how Perry isn't always in a trap, Rachell isn't always solving a test or puzzle. But usually there's a puzzle or sometimes a riddle for Rachell to solve with her mind. Often Gladys promises there's an award or something for Rachell's achievements but she often lies about the metaphorical cake at the end of the test.
