The electric bike is not a ‘one size fit all’ device and you need to consider several priorities and factors before zeroing in to the best and most befitting one.
Option Available
You need to determine the options available in the market of eBikes.
It depends on the type of e Bike you are looking for. The options could be:
Cruiser eBikes: These are great for frequent trips of short distances. These bikes are comparatively cheaper, but cannot drag you to long distance and steep declines.
Road Bike: These types of bikes are great for speed but may lack in level of comfort that you might be expecting.
Mountain Bike: These are great for off-road fun and you can often go on hills enjoying the hilly rides and the weather. Great for tough roads.
Hybrid: If you wish to replace your car with a bike, this is the best substitute - a halfway model, manifesting the glimpse of mountain and road bikes. This is often considered by most buyers due to its efficiency, speed, and comfort level.

This could be the most prominent factor that you need to consider. Electric bikes start from $230 and may cost you as much as $3000. The price may vary depending on various factors like fluctuation of exchange rate, as many are imported. It all depends on your own financial condition and which e Bike you can afford.
Weight and Structure
The major cause of weight is the motor and battery of the bike. If you want light weight you should choose the one that is made with modern alloys and light, yet strong frames without adding much weight to the overall weight of the bike.
The latest motors and batteries can retain the weight at lower side without compromising with power, but it may cost you a few bucks more. If you happen to find an inexpensive bike with light battery and motor, have a look that it is not at the cost of performance and power.

If you're travelling a few hundred meters every day in normal conditions then the smallest bike batteries can suffice. But if you plans to ride 25 miles every day in tough conditions, premium battery power with be the best fit.
Charger
Just ensure how fast the batteries are charged. Mostly in 1 – 2 hours will do for a $20.00 charger. All the chargers can be plugged into a standard 3 – prong receptacle and you can recharge it when you reach office for getting sufficient charge for coming home.
