Claire should've understood him and hide her pride for a minute. Leon did nothing wrong by not giving her a chip.

On a side note, I don't believe that Claire didin't know that releasing the info on the chip will her her in danger, because 1. She's not dumb 2. She already almost got killed over investigating the Mad Dogs Unit.
