The best way to win Carlos' heart is to be honest and open with him. He's worked in SHIELD for a while so he's used to keeping secrets and having secrets kept from him. He doesn't like it, hates it in fact, but understands that it's a necessary part of the job and accepts it as such. It makes him appreciate openness though, and that's one of the the things that first attracted him to Cecil: his openness, especially with emotions (which is something Carlos has a very hard time doing).
Moral of the story: to win Carlos' heart, be open and honest with him.
