The City of Toronto Archives calls this image only “Illustration of city.” There is an artist signature at the bottom right, but I can’t make it out and it isn’t included in the archival reference. The name given by the Archives really doesn’t capture the satirical edge of this watercolour: Bruegel’s The Tower of Babel has been re-imagined as Toronto, with skyscrapers and the CN Tower clearly visible!
