So for Dizzy, she is the closest person to Justice in everything but if we were to take victory quotes into consideration, why would she even have a tough time against Ramlethal and admit how strong she is when the latter doesn't have Prime Gear Cells?
While Ramlethal does not have Prime Field Gear Cells, she does (like her sister Elphelt) have the Prime Field gene data “encoded” within her powers.
For Elphelt, this meant being able to sense and teleport to any Gear with those types of Gear Cells, as a means of monitoring the likes of Sol Badguy.
However, Ramlethal herself was created to “fight Sol directly”, even as a decoy... so her specs for combat are much much higher.
In terms of contingencies, the Universal Will was concerned about how far along Sol had developed as a Gear, and whether or not he had awakened his powers.
This is why Bedman states “My client finally sees you as a human” (meaning Sol, up to that point, had been a disappointment, according to Ariels).
Ramlethal’s existence was meant to gauge and measure just how strong Sol had become, but the very possibility that Sol could “awaken” was the one thing that could not be accounted for.
In other words, Sol’s powers themselves were a wildcard in the Universal Will’s planning.
Ariels even goes so far as to later state that she wanted Sol to act as the “bridge” to a newly evolved humanity (much like how Justice served as the basis for the Valentines).
What all this means, in terms of Ramlethal’s potential, is that she was still a “candidate” to become another form of Justice, even if she was technically disposable.
Even if one were to compare and state that “Calvados” is a lesser form of “Gamma Ray”, or even the “Imperial Ray” variant, neither of those are necessarily an indicator of growth and true potential.
While it’s pretty clear-cut the reason for Ramlethal’s existence, what isn’t so clear-cut is Dizzy’s true purpose and reason for existing.
While you could blanket the reasoning by saying “it was all to create another Justice”.... that leaves out a lot of very important details as to what Dizzy was created for.
What we “know” is that Dizzy was ‘bred’ based on gathering and obtaining the combat data and memories Justice obtained on the battlefield. Sad as that is, progressively, it means Dizzy was created with combat absolutely in mind.
But what’s missing from the equation is Sol Badguy himself.
Unlike Ramlethal, Dizzy was not ‘bred’ to fight Sol Badguy “specifically”, but was adapted to anticipate all manner of combat situations.
This might also explain why Dizzy’s combat potential is so high, possibly higher than Ramlethal’s and Sol’s combined.
Does that mean Dizzy is stronger? Currently, no.
But there is such a thing as a “plateau” of development.
Just as having matchup data and physical reflexive memory in fighting games ingrained in your mind and hands makes you a stronger overall player, even that “information” can get outdated if nothing new is added.
Dizzy would “not” get stronger if she does “not” fight. Pacifism would naturally ‘stunt’ that potential.
Contrast with Ramlethal, who has been encountering new opponents one after another to help further her “understanding” of the world around her.
Dizzy is (more or less) acknowledging the combat prowess that Ramlethal has gained thus far, and may continue to gain from here on out.
But even if one were to say that Ramlethal’s combat specs were meant “specifically for fighting Sol”.... what does that say about Sol himself?
Sol’s penchant for fighting is broader if not more “extremely” varied than Justice, Dizzy, or Ramlethal.... meaning he’s fought just about everyone and anyone.
And, having fought Sol herself, Ramlethal realized this. Meaning she lacked the diverse combat knowledge that Sol had gained from fighting for 100+ years.
So, in part, this is why Ramlethal continues to “study”. It’s a more formal way of saying she’d “pick a fight with anyone”... even if the end result is the same.
But even so, it means that Ramlethal is using Sol as a springboard or stepping stone to experience all of that “combat diversity” for herself.
Does that mean Ramlethal will eventually become stronger than Dizzy?
Given Dizzy’s acknowledgement beforehand, one could easily use that as “motivation” to increase ones’ potential (and living with Ky means understanding the limits of that potential as well).
So Dizzy still has as much room to grow as Ramlethal does... though perhaps in a different direction, other than fighting.
However, the real question is: will either of them be strong enough to fight Sol at his peak?
