Sudden Commissioning Anxiety if anyone can help.

I was thinking about commissioning some art at some point, but it suddenly occured to me that a lot of artists are American. Which is not a problem in itself of course, I like Americans very much, but I remembered that Americans have a big thing about tipping...

So can I just check - if an artist of the American persuasion has a price listed for a commission, is that usually the actual price, or is that the price plus a tip on top of that? And if so how do you calculate how much that is? I don't want to offend anyone inadvertently... Hopefully that's not silly?
