Confucius says...
2:21
或謂孔子曰:「子奚不為政?」子曰:「《書》云:『孝乎惟孝、友于兄弟,施於有政。』是亦為政,奚其為為政?」
Someone asked Confucius "Sir, why are you not working in government?"
Confucius said "The History says 'if you are filial to your parents and you are friendly to your brothers, it will be apparent in your government.'" This, then, is also governance. How is it not governance?
--
Confucius, although he taught a school for rulers and officials, only served in government very briefly. Here, a stranger is trying to poke at this sore spot.
And, in return, Confucius gives us the very core of Confucian ideology: that proper treatment of your important relationships (parents, children, siblings, teachers, students) by its very nature creates a more ideal society. Even if you are not actively involved in governance, these relationships form the core of society, and thus managing them well is in and of itself a form of governance (and thus the highest calling for a 君子).
Also, note that 2500 years ago calling someone "sir" still just meant "you asshole."
--
trans note: "you are filial to your parents" is literally just "as for filiality, you are filial." Since the filial relationship is between parent and child, I translated it to give a bit more parallelism with the next clause.
trans note: "How is it not governance?" I'm not entirely sure on the grammar here.
By three methods we may learn wisdom: First, by reflection, which is noblest; Second, by imitation, which is easiest; and third by experience, which is the bitterest.
