Old Justice was introduced in Young Justice 16, cover date of January 2000. The characters from Old Justice came from the classic era of comics (The Cyclone Kids - All American Comics 24 1941, Charles/Doiby Dickles - All American Comics 27 1941, Dyna-Mite - Star Spangled Comics 7 1942, Merry the Gimmick Girl - Star-Spangled Comics 81 1948, and Second Sweep - Adventure Comics 54 1940). The issue also introduced Anita Fite. Old Justice and Anita Fite were created by Peter David and Todd Nauck. The issue also had Cissie threatening to give up being a hero after almost killing a murderer.
