Bucky had been out when the power initially shut down. He hadn’t thought much of it at first, just continued along with his day, but as night fell, the people around him seemed to be charged with a high amount of energy. The heat was making people delirious, aggressive, and the lack of anywhere to find relief wasn’t helping. His metal arm was scorching to the touch and he had to keep a long sleeve shirt on to make sure it didn’t touch anything on the rest of his body. The prosthetic still worked though, which was good.
Working his way through the city, he heard the sound of a crash. Turning, he was just in time to see two men running from a shop, clutching a bag in their hands. No alarms were on due to the power outage and it appeared the pair had taken advantage of that fact. He yelled after them and that was when the taller drew a gun. Bucky felt the soldier clawing at his mind, but pushed it away even as his knife slide into his hand and his eyes fell into focus. Chasing after them, he paid attention to nothing else, especially not the man coming around the other corner.
