In coming rant on FIG COP:
I blame the FIG for so much of the misinformation re: double double beam dismount being "banned" because their excuse for the H value being that it was too "dangerous" made casuals think the "move was banned for being too dangerous for other girls." Imo since there was so much public pressure to address the skill value because of the media, Simone, USAG all speaking out against it FIG decided to cite safety issues because they didn't want to expose themselves with "our beam & floor skill ratings are extremely wack."
The "safety reasons" are stupid as Simone clearly safely lands skill with chest up, chucking vaults is much more likely than chucking beam dismount since 1 skill vs 8, & if you compare it to other skills were safety reasons have been cited, the actions of FIG are very different. Liu Xuan one arm giant & gienger were given the same exact value as two arm variation with one arm releases later being banned altogether. Radivilov triple front vault was originally given 7.0 value at 2016 Olympics & then banned after for the 2017-2021 & all future COPs. Produnova vault, which was specifically cited by FIG, not only had its value lowered to 6.4, but in 2017-2021 COP had a clause added that if you land with your feet & any other body part at the same time, it will be devalued all the way down to FHS front tuck, which is only 4.0.
The Biles beam dismount itself is H, which is 0.8, the highest of any beam skill & when you take into account 0.3 CV, it is actually worth 1.1, the most of any non-vault skill, even moreso than triple double (J/1.0) on floor which is what she & her coaches wanted it to be worth. Though BHS-BHS-Biles & doing two BHS and/or round off into dismount is very deserving of CV, the 2017-2021 COP also starting giving 0.2 CV to any B+F or higher dismount. Every F or higher dismount except for the double front which can be done from running instead of FHS, is literally impossible without a round off, so it is basically extra 0.2 So at the minimum round off + Biles would give 1.0, which is same as J triple double & still highest valued skill.
The problem is that even though it is the highest value, it isnt worth doing compared to a tucked full in beam dismount, which is already a G (0.7) & gets that same CV, so 0.9 from round off at minimum & 1.0 when done from 2 BHS like Simone does. That is only 0.1 less than double double, so not worth doing the double double for only one more. Why is it only 0.1 more?
Because the FIG still had room in the beam COP to go. Originally from 2006-2012, difficulty value ranged from A-G (0.1 to 0.7). In 2013, H was introduced as the new maximum skill value. In MAG no existing skills were upgraded. In WAG, Silivas & FTDLO were upgraded from G to H. WAG floor was the only event with H skills & although Silivas & FTDLO weren't worthy of being deemed the most difficult skills in all of WAG, I believe they got upgraded to raise floor difficultly scores more in line with the other 3 events. The problem was Moors/DDLO was debuted at 2013 Worlds which was more difficult, but the skills below it were already given the maximum. So the code was broken & Moors was given I (0.9). Despite an abundance of Silivas & FTDLO, FIG did not downgrade them back to G in 2017 or downgrade the Moors to a H.
So now in 2019, with the triple double they decide to break the code again on floor and give it a J (1.0) when really imo it should have been first code breaker on WAG floor & given I. Meanwhile, on beam there were no H skills yet & maximum was G, so they just made Biles first H instead of skipping right to broken code of I. What should have happened was piked full in should have already been H skill instead of same G value as easier tucked variation & then Biles is given I as first code breaker on beam.
MAG has its own problems like making Arabians worth the same as their way less difficult non Arabian variations on floor, which has essentially eliminated them, especially the most difficult variations like Tamayo/layout double Arabian. However, the MAG COP did a much better job in giving maximum value to truly difficult & rare skills.
The first Hs were Shirai III (triple twisting double layout on floor) & Bretschneider (double double high bar release) in 2015 under the 2013-2016 code. Then in 2017, Liukin (tucked triple back on floor) was upgraded from G to H and the Miyachi (DDLO high bar release) broke the code with I value under 2017-2021 COP.
