Matsukawa Issei is an ordinary HUMAN in District ONE. He is important for a few reasons but first, a bit of background on this innocent seeming character.
Born to two ordinary parents who lived peacefully and without fear, Issei was always fascinated by the human body itself. The idea of veins and organs sparked galaxies in his eyes. As such, he was a bit isolated as a child because no one wanted to dissect the neighborhood frogs or pull apart the roadkill. Ordinarily his parents would have sought professional help to aid their boy in making friends however they were killed by a party unknown, though the police seemed to mark it down as a ghoul of sorts. Since then, Issei has been bounced foster homes throughout the districts. As a runaway child now, he has arrived back in district 1 and hopes to indulge his particular interest in ghouls, not for revenge but for science or something akin to that.
Due to his amicable nature, he doesn’t ever appear to be a threat, however he’s particularly perceptive and he ( very similar to Hideyoshi to Kaneki ) can usually tell when something is endangering him. However he does not have an ordinary fear response due to his alarming diversity of interest in all that is bloody and gorey. Instead, he doesn’t particularly care if he dies and instead treats survival much like a business deal or a game. Though at first meeting, he may not seem dangerous, one soon learns there is more to his shady character.
He is an informational dealer, willing to give any information for a price. He commonly sells information to the CCG and is known to be a reliable source of information and yet strangely enough, given the right conditions, he’ll turn right around and sell plans of the CCG to ghouls of Aogiri tree. If he was in the CCG Academy for orphaned-by-ghouls children, he may have become a quinx, however as he opted out of that, he’s a freelance threat to all sides. Because he is one of few informational dealers, he is protected by both sides and neither is really willing to get rid of him.
He thrives in this atmosphere. He often leaves notes lying around with his initials. Some are useful to one side while the opposite side is desperate to find them to destroy them.
Miscellaneous:
He visits the ghoul cafe fairly often and always orders a coffee no cream, no sugar but he never drinks it.
He is actually friends with some CCG officers and has them treat him to ramen fairly often.
He sympathizes with both sides, making him very flexible to act.
When questioned, he will answer honestly. Some questions have no price while others are heavily costly. But his answers are always honest to what he knows/believes.
He likes to design masks as well and submits his ideas to Uta fairly often.
His friends at Aogiri tree are required to avoid eating anyone close to him, CCG or not.
