Yes, that is correct. 

They had planned for a little more than 2 seasons where there would be events showing up to the point where Anakin and Obi Wan are called away to save the Chancellor. 

During the time that The Clone Wars had been canceled, they had reached the period in the timeline, well before the event with the Chancellor’s abduction. 

Basically, they had plans on how to properly bring the entire series to a close and have it meet up with the events of the movie. No overlap.
