Because the parliament was too busy squabbling at one another to do the job properly.

Carrion's not-so-human friend needed to keep her magpies safe and they wouldn't listen to her and kept getting hurt or killed. So Carrion helped her by joining CrOSHA and screaming louder than them until they listened!

And then Carrion just never stopped because there are always new magpies in the parliament who do not know how to be safe magpies and so Carrion must scream at them too!!
