Wigan is a place in the northwest in england, a balm is a sandwich typically made with a bun rather than standard bread, a butty is just another word for a sandwich here, a wigan kebab is just a pie in a balm, there's some regional dialect I understand but cant explain too well bc I'm further northwest than Wigan.
