I have LONG dreamed of an innovator who would devise a plan to attach value -- market or charitable -- to the collection and proper disposal of cigarette butts. I thought it was possible to even recycle these little enviro-busters toward some better end, a second life, a new destiny.
Winning ideas already abound-- manufacturing of bricks and the controlling of industrial rust--and I'm eager to follow the San Diego collection effort.
