seriously, SPOILERS.
no but actually so Hagan didn't have a massive plot, he actually thought Neal had set him up - not, actually, a bad idea; if Neal could get him caught and steal/hide/destroy the tape before the FBI got it, then remind Hagan that it would be better to get busted for just forgery than forgery and bribing a federal prosecutor. Neal isn't the sort of person to frame someone, it's against his personal moral code, but if he was, that could well have worked. And Hagan reacted accordingly.
