Buy them with pack game points from your specific pack

Win them from a pack or board-wide contest

Bribe your friend to do one of the above for you

When the rule about titles comes into place, does that mean you cannot change the order of titles anymore? Or transfer them onto other accounts?

Title order cannot be changed unless adding/removing a new title. For example, if you are getting a new title and want to shuffle around the existing titles on an account to accommodate the new title, that is acceptable. However, if you are not adding/removing another title, random changes to order would not be allowed.Titles may only be transferred from inactive or dead characters to active characters. They may not be transferred between active characters.

If you buy a title using points collected by Wolf in his pack, can you buy the title for a different character's account?

It depends.

If your character(s) are in the same pack, it is fine to combine game points and purchase a title for either character. If your character is in a different pack, you must request to the leadership of BOTH packs to transfer your points. Points transfer is at the discretion of the pack’s leadership.

In the 'Souls Store, it says you can buy a custom title and a custom icon. What are these? Do they have anything to do with signatures or avatars? And is there a place where I could get someone to draw or Photoshop an avatar for my character?

Custom titles are brief lines of colorful text that are shown under a character's avatar and icons. Custom icons are icons displayed in addition to a character's standard icons (which include Luperci/Non-Luperci indicators, Mateship and Co-rank indicators, as well as any icons earned from icons or events). So for example.For both photomanipulated and custom drawn avatars, you can ask around the Talents forum to see if anyone is taking (free) requests or (paid) commissions. We have a number of talented artists around the board that should be more than happy to accommodate you!
