So my brother and I are doing gender swapped Steven universe characters (he's amethyst, I'm Steven.) Is there anyway to style a wig so it has very kinky curly curls? All the ones I can find are way too expensive.

This sounds like you want to achieve very tight curls? I would suggest using the hot water method to curl the wig, while the fibers are wrapped tightly around a thin stick. You can see a variety of wig curling methods here. If your wig is heat resistant you may also be able to achieve the effect with a thin curling iron. Remember to do a patch test on a small area of the wig to test if the temperature is too high. Too high temperatures are likely to damage your wig!Depending on how long your wig is, the weight may pull out the curls near the top. You might want to use some hairspray to help them hold their shape.  

You could also lean toward his mom’s hairstyle and do some pincurls, or just very large curls held together with hairspray / white glue. 

If you’re looking for more of a crimped look, then braiding the wig before using the  hot water may work, or you could use a crimping iron.
