Everyone is accusing Varric of being the worse viscount of Kirkwall. Read the codex entries! He literally cut off the gallows and forbid anyone from the city boating over to them. Most likely he's either completely unaware that this was happening or he has eyes on the situation and is waiting for a chance to fix it.
