so what happened was in 1994, the teenaged superhuman Grant Emerson exploded and destroyed a significant part of downtown Atlanta.
He has a lot of powers, but when he gets overwhelmed he creates massive explosions. At this point he'd had no sleep and only one meal in several days and had who he thought were his parents betray him (AND killed in front of him) and no less than 3 superhumans have tried to kill him. He also exploded the whole universe (became the big bang more or less) in Zero Hour.
After causing considerable... damage... to the city, the multi-layered fight culminates with Damage blowing up several city blocks.
He has a very publicized trial, being the only one really present for arrest.
after this debacle, I think Atlanta is hostile to superheroes so nobody else would probably want to do super-crime or super-heroics here.
Nobody died because people were already being evacuated (due to the ongoing metahuman battle)
Eventually the government steps in and convinces the judge to let Damage into the care of the Titans (at this time led by Roy Harper) and bans Grant from the state of Georgia.
Of course he goes back a few times rather surreptitiously, once in an attempt to rescue his friend Mandra and once again for a funeral.
To my (limited) knowledge, the city of Atlanta has not had any other heroes in the DC universe.
