Depeche Mode went on – look, this is not shocking, many groups continue after the departure of an important member, though Fleetwood Mac probably had the most intense accumulation of this. However, they did reach the point this stopped working. Listen, I assume Behind The Mask was seen for them as another great realignment in the vein of all those they did before, i.e. this time Buckingham left them after Tango In The Night, but they continued yet again. Still, something was missing. Buckingham's replacements were not bad per se, they struggled to achieve his level. They could have gone towards that, had they had more time, though the latter is always a luxury not many musicians can afford. Fleetwood Mac apparently couldn't.
