You could also write the last section as 8 bars of 7/4 and 7 bars of 4/4, but since the main 7 riff is interrupted before it finishes by the start of the rising outro, it makes a little more sense to me like this.
The two odd time sections both add up to a multiple of 4 beats, so when the song returns to 4/4 afterward it's like nothing happened. In fact, when you play this song in-game, the chart just has 4/4 bar lines the whole time, even during the 7/4 sections!
