My thoughts on the Eiffel tower in empire city was maybe linked to the statue of liberty being a gift from france? So maybe in this similar but not quite the same universe, the eiffel tower was given instead?

Oh that’s a good idea! 

Fun fact: Paris houses a miniature version of the Statue of Liberty that was used as a model for the full size statue.
