QC for New Hospital Uproar
The Qualifying Certificate program once had a purpose that was good for Guam. No longer. Few, if any businesses that possess these tax-free gifts, are in full compliance with the law or the intention of the law - particularly, the hotels. For example, the hotel operators were supposed to train and develop "local" managers. They don't.
Captured insurance is another glaring deficiency with today's QC program and GEDA's negligent handling of the program. No offisland insurers came to Guam to take advantage of this program...but it did serve to give hundreds of millions of dollars to record-breaking profitting by wealthy, local insurance companies, like TakeCare.
The QC program has come to be nothing more than one of those critical issues that GovGuam won't fix that rips off of the taxpayers so a few rich people can get even richer. The Department of Interior audit in 2001 said as much as $300 million will be routed away from the General Fund as tax rebates and giveaways.
The QC program is at the heart of the largest transfer of public wealth in the history of the island, as millions of dollars are drained from the government and into the bank accounts and pockets of a select few on Guam.
Though the new medical center promises to create jobs for locals, it is more likely they will actually hire only a modicum of local Filipinos; and when they run out of those, then we will see them recruiting from the Philippines, using the same ruse that island hotels employ to give the best jobs to Japanese nationals instead.

The billions they will see in medical and insurance billings over the coming decade is more than enough. We don't need them to bring their Third World greed and attitudes of indentured servitude to Guam. We already have enough of that.

I hope Guamblog will put this out there for the public because local Republican controlled media wont. Guam Healthcare and Hospital Development Foundation president and chairman Peter Sgro is related to Calvos through marriage. That is no secret. Guam's captive insurance program has only captured hundreds of millions for local insurance companies, like Calvo' SelectCare, and done little to create jobs or increase competition.
Now, the new hospital wants ten of millions (if not hundred of millions) of dollars of tax-free profits for opening here on Guam where they stand to earn something like a billion dollars in 10 - 15 years.
And Calvo, working with his in-law Sgro have figured out how to make that happen. Hire former GEDA employee Dave Silva who knows all the tricks and games about QCs and GEDA to get it done. Dave Silva is the brother to Mana Silva, a Calvo puppet who will do whatever they tell her. She already came out in support of giving away millions in tax dollars to the hospital and took a nice donation from these people for her campaign. Wonder if that will show up.
Look at what they are asking for -- 75% rebate on ALL INCOME TAXES dor 20 years. Another 75% rebate of all dividend taxes paid for five years. Then on top of that they still intend on trying to get 100% rebate on all withholding taxes for the off-island owners of the new hospital FOR 20 YEARS!!! the even want 100% abatement on real property taxes for TEN YEARS!!!! Even as they pull in billions of dollars in revenue over the same time period.
They way I hear it, a Tan Holdings executive sit on the Board of GEDA. He is also the biggest benefactor of the QC program allowing him to pocket with his partners at TakeCare $15 million that should have been spent on patient care or at the least been taxed. He proposes and approves his own QCs. He also has Century Insurance.
Dave SIlva works for Century. Now he works for the hospital with his old boss on the Board at GEDA who will approve giving them millions. His old bosses are villains straight out of the worst detective novels.
Jerry and his brother Willie and George Chiu are in control of Tan Holdings. The Tans, as you might recall, are linked to Jack Abramoff and the huge international CNMI scandal implicating the Tans' involvement in illegal sweatshops, prostitution, forced abortions, human trafficking, slave labor and other illegal ventures located on the CNMI.
"Dont tell me who you are, tell who your friends are and I will tell you who you are" the saying goes. That says it all for me. If the new hospsital administration is already lining itelf up with human traffickers, and plain greedy and clearly crooked people then we know what to expect from them.
If they get a QC every doctor and clinic on Guam should get a QC. All these millions going to rich people while the government cuts services for the poor and indigent. Enough bullshit. NO to the QC!
