Try looking at beauty schools…a local one where I live charges $3.50 and the other charges $5 (and that includes a wash)
yeah there's a few i know of that get good reviews but are mostly farther than i'd want to travel for a basic cut. i do really like places that don't do the wash because i LOATHE when others wash my hair. like, a lot. i really seriously hate anyone touching my hair for any reason so i really don't know why i'm even considering this at all tbh.

As for the sleeves, you can cut them off with scissors but either way it will look amazing. HAVE FUN!
oh man, i spent $40 to get this shirt there is literally no way i am cutting anything on it lol. i'm considering, later at some point when i have money to spare and time to do it, i may take it in somewhere to have them professionally remove the sleeves and hem it up nicely and possibly take the sides in a bit.
