disrespect for the laws, values, and institutions of people who aren’t part of your own group is a common negative trait among immigrants. meanwhile they prefer to settle disputes among their own members through their own means instead of going to our courts, which is why they try to establish their own community organizations and act as pseudo-courts (part of that "sharia law" that people can be spooked by)
this is a behaviour that we try to change through assimilation, and it's not always easy to change, so it's not shocking that an area with a high concentration of immigrants will have problems that stem from this attitude or approach to civil life
and this is part of the factual backdrop for right-wingers putting the spotlight on the Somali population, exaggerating the scope of the problem, and encouraging dumbfuck "citizen journalists" or whatever who know nothing about what's going on to go there and harass random Somali people for no reason
the government was already aware of this issue and had been looking into it for years. the viral attention the problem has got hasn't made anything better. It just went from something law enforcement was handling to now an overblown overreaction that's going to end up also fucking over a bunch of innocent Somalis who are being treated as guilty until proved innocent.
