Can I ask for clarification on something? What's a "magineer"? Is it like, a mage/magic engineer?
This would be a great question for @goodmode to answer seeing as Turo happens to be their character! But yes! Basically Turo tends to enhance magic items by adding extra crap onto them. He has several agents (IIRC 100+ according to a old rp thread I recently re-read but then again that could have just been Cole trying to impress Saft or something.) he sends out to go retrieve said items to add to his ever growing collection. He seems to be putting alot of his energy into one specific project however :>
