One thing that is often overlooked about Peeta is how generous and kind of a person he is. Obviously, he’s a sweetheart to the woman he loves, but he’s also just a sweetheart in general. He would do absolutely anything to help the people who need it. Living in one of the less poor parts of District Twelve often led to him feeling slightly guilty, because sometimes when he went out, he would see how the other people struggled and wonder why he wasn’t doing anything to help him.
He’s SUPER smart. This is also often overlooked. He usually thinks about things a lot before he takes action. He isn’t impulsive; he considers everything he says and does, especially in front of the cameras.
He was absolutely willing to die for Katniss in the arena, and after the second reaping when he found out she’d have to go in again, he wished he would’ve just taken the berries himself and let Katniss win. Then, maybe she wouldn’t be in so much danger. Because he knew that the Capitol had done this on purpose. He knew.
As soon as the third Quarter Quell twist was announced, Peeta ran straight to Haymitch, begging for him to make sure Katniss made it out alive, no matter what. He also made Haymitch promise not to volunteer for him if Peeta’s name was the one reaped. Unfortunately, Katniss made Haymitch promise the opposite, and even more unfortunately, Haymitch’s name was the one reaped, and Peeta didn’t even hesitate to volunteer. He had a lot of trauma from the first Games, yes, but he wasn’t even thinking about that because he was so focused on keeping Katniss safe. He loved her more than anything else in the whole world.
All of these headcanons are based on Peeta’s main verse, but in any verse with Valerie, he falls for her, not Katniss. In those verses, he considers Katniss to be his best friend, someone he loves, but only in a platonic way.
