No, definitely not!
In my opinion, Matsuda is one of the characters that developed most over the course of the series. A lot of the characters did actually, but Matsuda, clearly.
First off, he was just a member of the police. The most simple-minded out of the bunch. You could notice his character's urge to be helpful a little as soon as he was introduced, but it wasn't strong, and it showed no hints of Matsuda being an important character, especially at the end of the series. I wasn't that fond of Matsuda at this point in the series, infact..not fond at all. I had no problems with his character, but he wasn't interesting to me in any way.
Then there was the Matsuda who was a member of the Task Force. He had said that he'd risk his life for the case, personally, I think this was a lot to do with his inferioty complex. He wanted to show the others that he was devoted, but I think he was so dedicated to this that he really was willing to risk his life, as shown in the whole event with Yotsuba, and L's stunt in attempt to trick Higuchi into confessing he's Kira and telling how he kills. That could well have cost him his life, but he was willing.
Then there was Matsuda during the Mello and Near arc. He was really, the only one who truly trusted Light and believed he wasn't Kira, no matter how much the other's considered it, he thought that regardless of whether or not the 13 day rule was a fake, the fact that Soichiro saw Light's lifespam was enough proof. Unlike L and Near, Matsuda didn't consider things. For him, facts are facts and that's all there is to it.
And back to Matsuda truly believing Light...(keep that in mind while reading this)...People seem to (sometimes) dislike Matsuda because he shot Light...think about it. Matsuda saw Light as a respectable young man, that he trusted. To find out he was Kira must've crushed him. Matsuda's actions were completely understandable in my opinion, not that I agreed with them. I just understand why he was angered. Matsuda asked "So what about your father, what did he die for?!". Matsuda really cared about people and looked at the bigger picture. He knew that millions of people were dead because of Light's actions. In my opinion, Matsuda didn't shoot Light. He shot Kira.
The conversation Matsuda and Ide have at the end of the manga just make me stand by opinion even more. When Matsuda's wondering what he did was right and Ide says "You were fond of Light weren't you?"
