The phantom ruby, at full power, can transform information and thought into temporary matter, but cannot make this matter permanent. It likewise cannot create energy, it can only use energy given to it to allow temporary matter to maintain its form for a while.
Rings seem like fuel for super-forms, but in reality they instead protect the user from being harmed by the sheer force of chaos energy entering their bodies, actually limiting the real potential and power of the chaos emeralds for the sake of protecting the user.
The phantom ruby, however, needs no protection. It can handle the full power of the chaos emeralds, and is the perfect conduit. It’s possible the ruby was designed for this purpose, to construct star-posts, roads, and conveniences for all.
Yet without the emeralds, everything it creates or summons into existence eventually crumbles into nothing. With even less power, perhaps it can only take from the world, stealing light, soundwaves, and energy for itself.
But if it were exposed to the emeralds for a long enough time without any outside influence, well...
