What is the deal with California's ridiculous primary rules?

California in a technical sense there are no parties in primaries in the state. There is one “jungle primary” where all the candidates from all parties compete for plurality and the top two move on to the general. 

This system was conceived a few years ago as an electoral reform to promote political diversity and local party domination, but it’s been a bit of a mess.
