from /r/vexillology Top comment: Everything needs a flag, including a narrow strip of land in between 2 rival nations that, if I’m not mistaken, are still technically at war. Red is North Korea and blue is South Korea, white represents the hopes of there finally being peace between the two. The black stripes, or trigrams are historic symbols used by a unified Korea before WWII. Putting them in a straight line looks like a fence, which was basically the inspiration for the flag.
